Go to Umbra Necro Shop and read the quest book and then collect the items for the cult. See the display of items to collect, then journey to Ilshenar:

Citadel
You must first find the citadel, located in Ilshenar and kill the monsters with the key quest items.
The Old Evil Vecna Cult Citadel has been overrun by evil minions and is a very dangerous place. The Death Knight Kas has been seen guarding the cidadel along side Black Liches, Archmages and the undead.
After collecting all five items, return to the Disciple for your reward

Lore
Vecna was a powerful magician resembling a desiccated corpse missing his left hand and eye. He commanded 12 Death Knights and a large army of evil minions.
Vecna has a never-ending quest for power, and wants to destroy all good in the world and be the only deity in existence.
His Death Knight minion Kas, betrayed Vecna and caused his violent death. Kas then tore his body apart and hid his appendages among his evil followers to make sure Vecna could never return from the dead.
Vecna was regarded as a long-destroyed legendary lich of great power, able to threaten player characters through the presence of his existing cursed artifacts.
Vecna became a lich after his death, and vowed to return to power.
Cult members seek to collect and reattach Vecna's body parts to bring him back to life and rule again!
Vecna's cult is very secretive, and difficult to find. Temples to Vecna have also been reported in remote areas and accounts of the cult's evil from deep within dungeons. Adventurers have been seeking Vecna's Artifacts for years, only to find death and misery from the curse on the items!
There is a rumor the Book of Vile Darkness, which is highly prized by the cult, may be found in the possession of the leader
Notes
Vecna can disappear when he is injured, so you need to have high tracking skill and detect hidden skill to kill him.
