Both can be locked down in your house Armory can store Armor, Jewelry, Weapons, and Clothing.   
You can sort by name and attributes on the menus.  Weapons Rack does same but only stores Weapons.

Armory is 10 Mil Gold or 100 ED  Weapons Rack is 3 Mil Gold or 30 EDI
