It is for the old Enchanted shovel quest that Domino revamped recently. The quest reward for the old quest was a million use shovel, which wasn't any good for UOE's economy. Do one quest and never have to make a shovel, buy a shovel, or do another quest again, in order to keep using a shovel to gain materials. That was broken if you asked me, but Domino fixed it.
The new quest, found in the same spot, given by the same quest giver, now requires four items instead of 3. The connection box is also lost with the new quest... so no more lugging it around.
The new reward is a 10k use shovel, and the quest is repeatable, however the monsters which drop the quest items, don't respawn very fast.
One last thing... when I redo the walk through (do to the changes made to the quest by Domino) I will probably rename the quest, the Miner's Wife Quest... So look for it soon on the UOE Wiki.
