Hey King,
I'm not sure if it's the cause or not, but please make sure that if you are using Razor or Steam that the checkbox to 'disarm before casting' is NOT checked. Since Steam and Razor are meant to use on all shards, some of those shards are pre-aos and don't have spell channeling which would allow for mages to wear shields and fight with them, and UOR/UOS would disarm to help cast spells.
