Now some will ask Dante or myself, why doesn't update effect current Skulls of Vecna on the shard. The answer is very simple: When I am coding or designing one of my goals is to not effect the value of something players currently have by making direct changes to the item. If you want to use the new additions to the skull then I suggest doing the quest and getting one.

Fragment of Vecna's Soul Added: If the Skull of Vecna has an available piece open, when this item is added to the skull it will add a property or skill(Will not exceed 5 skills on an item) to the skull
Increase Max Pieces Deed Added: This will increase the number of pieces available to a skull, the max is 10.
