Visit Domino's Rune Library or the NEW Guild House to find the Librarian.
This quest yields the sash that she is wearing.
Also, don't be too afraid to explore the newly revamped (but not yet completed) New Player Dungeon, located in the Abandoned Building near the Librarian.
