Though I do agree, spawn timers should be looked at, and adjusted accordingly; fifteen minutes for a creature to respawn is not so bad if...
That "IF" brings me to my point. Dungeons hold the majority of mainstream monster groups, which is normal. This is where the timers should be set to 10-15 minutes. Why? So players move deeper into the dungeon in search of new challenges to overcome. This steady movement allows the next group of players to enjoy the dungeon area as well.

If we take a look at what Sagemoon is suggesting, from a different point of view; but one that welcomes a similar end result. We might come to the following conclusion:
Perhaps there is nothing wrong with the
spawn timers. Instead perhaps it is the
spawn itself. Where is the
spawn inside or outside of dungeons? Is the
spawn in one location, or can the
spawn be found in several areas throughout the dungeon/world map.
If you take a moment to recall the last paragraph; you have probably, already, noted multiple underlined locations of the word
'Spawn'. Sure I am playing at being clever here, or just obvious, but the point, none the less, is plainly shown. Sagemoon would have several options to choose from if she was hunting down the word
spawn.
One might conclude than, that by having several locations-- to hunt the same spawn types, or spawn groups-- the need to change spawn timers becomes irrelevant. The end result, however different, is still met according to Sagemoon's wishes.
After that becomes apparent, the next trick, that follows, is figuring out how long it takes, the average player, to kill a certain spawn type/group. Knowing this information would help to understand how many spawn locations might be needed, to supply the shard with a reasonable amount of spawn of a certain type.
In closing, and mildly off tangent. I would suggest placing MoB types, not normally found throughout the lands, in certain uninhabited locations; inside, and outside, of dungeons, caves, and abandoned houses.
I always get a kick out of killing a wandering duo of Ogre lords, left in the woods at random, from some one else's 'Treasure Hunt'.
