This forge can work to add another aspect of crafting. I will try to explain the properties and how it will work. The concept is to add properties from one item to another of the same type. Ring + Ring I don't know what is currently the cap on properties to an item so I will say no more than 20 (due the lack of information on that matter)
The forge will accept 2 items.
The player will select properties on one item and then select the item to which the properties are going.
There is an inherent risk to breaking and destroying both items.
Perhaps a scroll or rune can be purchased to limit this or a percentage.
There will be minimum Blacksmithing, Item ID, Magery skill required.
There will also be a gold amount deducted for using it. The stronger the proprety(ies) added the more gold will be used.
Opinions?

Honestly, I think that it would be too overpowering to have this implemented. It would also make lots of the gear that is difficult to obtain (such as rare drops, turn ins or donation) worthless. Also there are some items that have one property that is really high (such as a 100% life leech) that if you combine a few of these the item would become way too strong. We already have the augment system in the game where we can add 5 sockets to jewelry and armor that can be used to customize gear. I think we should just stick with the augments, maybe there are some augments that could be added but I haven't thought about that.

I agree with Harlok on this one.

Though if something like this was created, I would imagine it should be only for "Looted" drops.

Items found on corpses often have one great quality, I would love to siphon that one good magic property and add it to earrings or a necklace; or perhaps even to another decent ring or bracelet.
