I would like to suggest "Bounties" for PKer's, this was one of the best parts of the original game.  The bounty amount was based on the amount of kills the PKer had.  Players obviously wouldn't be penalized for killing a PKer.  Players would have to take the PKer's head to a guard to get the reward.  Afterwards the PKer's kills and bounty would reset and they would become normal players until they PK again, if I'm not mistaken they would stay red for a bit longer before turning normal after their reward was handed in.  This adds a huge hero element to the game as well as gives PKers a chance to mesh with society for a bit or more depending on if they want to become a PKer again.  I think this element will also lead to more people getting into Felucca to become PKer's, it helps knowing you can become normal after trying it out...given some time of course.  It's very cool reading the bounties for players and it is also very cool for proud PKer's with huge Bounties.   I used to love hunting PKer's for bounty and was shocked to see how long some people stayed wanted without being caught, and frankly it's one of the things I miss the most about the original game.  This element would kick up the PVP in falucca ten fold in my opinion.

Great suggestion. I was just thinking how much I'd like to see the old style bounty board that had an accumulating bounty until the murder's head was turned in to an order guard. It would definitely give a new layer of interaction between reds and blues. Another key point is in order to turn in a wanted murder's head, the bounty hunter must have 0 murder counts themself. So anti-PKs are held to a noble standard. Maybe it would encourage some players to follow a virtuous path.

Would actually lead to some PK hunting parties.  Which those of us who aren't pks could get some experience in how to deal with the situation.  Great idea.

Yes there is, but it is a shallow imitation of the OSI-style bounty system. The current system requires you to get the poster's permission to turn in the head and each bounty is individual, rather than racking up for additional murders. Take a look at the summary on Stratics.

The difference I'm emphasizing between the two systems is the reward. Currently, if an anti takes a bounty, the most common gold reward is low 1000s. If anti-PKs work as a team, they will have one head to turn in and will have to split the purse. Whereas if the bounty accumulated with time and was contributed into the millions, there would be stronger incentive to hunt a murderer down, solo or as a team.

I hope we can atleast get bounties based on number of PK's for the public bounty list.  A good Bounty price for a terrible murderer seems essential.  And I hope Dante sees this and conciders it, the element it would add would be epic.  :)
