From what I understand, the previous BOD system was removed because people were using macros to obtain BODs. From my experience, the current clock on BODs is about 6 hours. Previously it was 2 hrs and you could easily get them on all your alts and combine them in your BOD book.
There are several problems with the BOD system even as it was. You need massive amounts of BODs before you start getting any chance at all of a high end LBOD. I have over 2k of most types of small BODs and it has taken me 3 months of steady gathering with 2 accounts to do that. And yet, except for fletching and carpentry have not gotten more than about 5 of any non-basic LBOD filled. Because of the non-OSI resource types, you need many more BODs than in OSI before you start getting good sets. And, in OSI, you can immediately get another BOD by filling in a crappy one and turning it in. So, eventually you can get good ones quickly. As you can imagine, that was frustrating for me as I spend large amounts of time trying to get enough to fill LBODs. I don't see much chance of getting any now.
So, in the first place (although I was not doing it) I see no problem with people getting BODs with bots because even then it would take months to get any decent sets. I now need to get all of my alts a no-reg suit and runes to Luna and the Brit fletcher. Even then, I will only be getting about 1/4 as many BODs per day as before.
If the current system is kept in place, I would offer several solutions:
1) Implement the OSI system of offering a BOD if one is turned in.
2) Make picking up BODs much more frequent - every 1 or 2 hours.
3) Offering BODs for sale on a stone - either in bulk or by choice
4) Have for sale or through quest (tokens or ED) BOD spawners (1 of each type) that would spawn a bag of random BODs once per day - limit one of each type per account.
5) Have a BOD bag that would give you a random BOD for any 2 that you place in the bag.
