After talking with Kane on TeamSpeak the other day, I realised that this may not be a bug as the max stage increased from 10 to 12 when it levelled to stage 2.
Rewards at higher stages are supposed to be larger than the ones received at the lower stages as well.
According to Kane, during his testing, the highest stage achieved was 23 and it can receive up to +15 mining skill bonus
