Topic : Quest NPC missing?

hey guys,
i've been looking for Ortlem the Mystic who's supposedly in the Alchemy shop in Termur.
he starts the quest for the Crystal Ball of Knowledge (http://www.uoguide.com/Crystal_Ball_of_Knowledge)
I can't seem to locate him in the alchemy shop tho, and had a run around the city but couldn't find him.
Is he not live on this shard perhaps?
Couldn't find him in the Quest Castle either (tho i might not be looking under rugs and all).
Perhaps any other way to get my paws on the crystal ball?
or a similar item exists?
