Generally in crafting the risk involved is done during the resource gathering.
Actually I believe it is done during the crafting process. There is great risk/reward in using a runic item to craft. You might go through 100 charges and never get quite what you are looking for. You might spend more money in vendor upkeep than you actually make. Perhaps while we are at it we should remove vampiric embrace so there will be risk at champ spawns? Immortality seems a bit too much I'd think. Perhaps we should allow theives at brit bank? I tested a really nice npc theif recently that could wreak havoc amongst the bank sitters. He even has some funny things to say. Leaves you a sarcastic note as well

Adding risk to every single aspect of uo is the kind of thing that i would do/be attracted to. Unfortunately, I have tried this approach already. It makes for a very empty shard, very quickly. I won't go into the history of it, but runuo is rife with examples. If gold panning is already being addressed then I'd say this is all moot until the changes are pushed through. I do believe that adding greater rewards to gold panning, post nerf, along with a possibility of risk as well could be interesting. We could even add a creative element to it. Ever heard of the "Lost Dutchman's Gold Mine"?
