You might look at the UO Steam or UO Razor documentation guides.  There are some troubleshooting sections and a list of known issues

Did you log out last or crashed and cant get back on?

If you crashed somewhere and keep crashing upon login then it may be something about the location.

If you think its the window settings there ways you can change them without running the program.
