I Use Two Monitors I recently got a new one and replaced my number one with it, the new one is a bit smaller I had no problems with any of my other games and all windows run the same.
The problem I am having is UO has gotten smaller, When I start Steam the Steam Window is tiny and when the UO Window comes up it is also small. When I get into game the window both in game and Full screen size are correct, but my Icons and ingame items such as my Toon are 1/4 inch or smaller.
SO I have this huge screen but need a Magnifying glass to see the actual game....
And yes, I changed all Full Screen and In Game Settings through Options and in Steam, My windows do Change but the Icons and Toon/Items in game stay the same size.
Why did this happen it was only a monitor change. But something else was strange, now my Spell Check doesn't work after the Monitor Change. I don't expect you to help me with the spell check, just throwing that out there.  :o ??? :-\ :-[ :'(

Try setting you resolution to 1920 x 1080. And increasing text, apps, and other items visual percentages to 125 or 150% of normal. This can be found in display settings. I am using windows 10 and assuming you are as well. Let me know if this works or if you have already tried this before. Also, more information about the monitor size and OS will help if the issue persists.

I have done all of that, and I went back now and tried, it was on 150 But that is still way to small I bumped it up to 175 and I actually got smaller in game graphics at 175 than 150, and Thank you for your reply!
